Although the EU has established rules to limit state aid from member countries, it has also introduced numerous exemption clauses that allow for specified and distortionary subsidies by member states. Additionally, the EU has set up several supportive funds to provide direct grants under its own name. Through its dual-channel subsidy mechanism (EU funds and member state aid)， the EU provides either full or high-cost coverage for many “new trio” projects, resulting in substantial funding support. For example, in 2022, the EU provided a total of EUR 25 billion in subsidies to the solar power industry through various funds.[2]
